Disabling Balloon Tips:
1. Start Regedit
2. Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\
3. Create a DWORD value of EnableBalloonTips
4. Give it a value of 0
